Heat butter in a large pot or skillet over medium-high heat. Season beef with salt and pepper and brown -- 5 to 8 minutes. Transfer the beef to the slow cooker.
Add onions to the skillet and cook until caramelized, about 5 to 7 minutes, and add them to the slow cooker along with the leeks, carrots, celery, garlic, dried thyme, bay leaves, beef broth, water, and barley.
Cover and cook on low for 6-8 hours or until the beef, vegetables, and barley are tender.
