Select the "saute" setting on the Instant Pot. Add the olive oil and let heat for a few seconds. Then add the ground turkey and cook until browned, breaking up as it cooks. Remove the turkey from the pressure cooker, place in a bowl, and set aside.
Add the chopped onion and peppers to the insert, and continue to cook on the saute setting until softened, about 3 minutes. Stir in the garlic, chili powder, Italian seasoning, cumin, paprika, cocoa powder, sugar, salt and pepper to taste; I use about 1 teaspoon each. Cook for another 30 seconds or until the herbs and spices become fragrant. Turn the Instant Pot off.
Stir in the beans and the water. Use a spoon to deglaze the insert by scraping away any browned bits of food. Then stir in the ground turkey. Without stirring, add the tomatoes and tomato paste.
Set the lid in place and turn the valve to sealing. Select manual high pressure and cook for 5 minutes... or the Chili/Beans setting. Once it has finished cooking, quick release the pressure.
